State Opioid Response Project Director

Kathleen Monahan, MPH, is the State Opioid Response (SOR) Director for the Illinois Department of Human Services, Division of Substance Use Prevention and Recovery. In this role she coordinated the state's work on naloxone saturation, implementing a successful program for naloxone ordering and distribution. Ms. Monahan has worked in public health policy for gun violence prevention, data surveillance, interoperability, and strategic planning.
