William N. Dowd is a research economist in RTI’s Health Economics Program. He conducts statistical and econometric analysis and develops simulation models to evaluate costs, outcomes, and quality of interventions related to substance use and behavioral health. He is currently working on an National Institutes of Health funded project to evaluate the long-term cost-effectiveness of alcohol treatment, and the Healing Communities study—a National Institute on Drug Abuse and SAMHSA-funded initiative to reduce opioid overdose deaths. Mr. Dowd has a Bachelor’s degree in Economics and International Relations from the University of Delaware, and is currently pursuing a PhD in Health Economics and Policy at Lancaster University in the UK.
